Many years ago, when we visited Budapest, we stayed at the Hotel Taverna. It's located right on the pedestrian street that runs through Pest (Vaci Utca?). We stayed five nights and paid only for four - the price at that time was moderate. It wouldn't meet your criteria design-wise, though, as it was rather charmless - I'd call it functional. My sense is you'd be more likely to find the charming places on the Buda side of the river so you may have to decide between being IN the city or looking AT it from across the way. Perhaps, by now, other inns have been built which will make it possible to find just what you want - but then I bet you'd have to spend $$$$ to get it. Good luck.
