Good morning Pat,
My wife lives in London and only has a cell phone. I call her twice each and every day with no problem. If you call a cell phone from within the UK it is the caller who pays an extra charge for the call but when I call from the U.S. I simply pay my regular rate of 7.5 cents per minute. There is no distinction made between a cell phone or regular phone. Also, just for interest, in the UK they call it a 'mobile phone' and when I refer to it as cell phone people seem to be puzzled.
