The cell phones are widespread in Europe and you can call and be called everywhere. The only problem can be how the tariff is calculated, because agreements among telephone companies can vary. When you call a cell phone in Europe, you have to dial the international code of the country in which the phone is registered and not that of the country in which the phone is at the moment. If you rent a phone in UK, the nation code and area code will also be the same even if you travel to another country. I suggest you to check with rental company if you are debited some charge when you receive a call from outside the UK, as sometimes the charge is splitted between caller and called.
