Sorry to advise you that this is simply not true. There certainly _is_ customs in Europe although the method used differs a great deal from the North American style. Passengers with something to declare pass through the red zone for inspections and those with nothing to declare, would opt for the green. If the observing Customs inspectors doubt the veracity of the passenger's choice of customs lane, the passenger would be called aside and interviewed and his baggage would be inspected. This would take place on arrival in the European union from non-member countries including but not limited to the US and Canada.
