Being in London during poor weather is better than being most places on a sunny day!
One place I always visit on trips to London is the National Portrait Gallery. It is hidden behind the National Gallery just off Trafalgar Square. It is a great place to unwind and has the added attraction of having free admission.
I agree with Jonathan about the Millenium Dome...skip it! If in fact it is still open. I assumed it was only for the year 2000? At any rate I wasted a day there during a trip last February. It was expensive and not terribly interesting.
