There have been some attempts from time to time, pretty unsuccessful.
Partly because there's often little depth available, partly because the
embankments are so high I'd suppose. The river was important to the city's
founding, provided an outlet to the Med, has played an important if brief
role from time to time, but has not really been a focal point of the city
as in so many other cases.
