I would often go into the local deli/supermarket and get some cold cuts,
bread rolls, fruit, etc. Then you can have a picnic lunch in the park
or back in your hotel room. It's cheap, yes, but then on the other hand,
with what you have saved, you can occasionally dine in a really nice restaurant
(have the wine, dessert) without breaking the budget.
Also, some of the restaurants have a set lunch menu (with soup, main course, dessert) which is reasonally priced.
