I am familiar with all three of the hotels in the Neighborhood Inns Group. They all are reasonably nice, recently renovated, and in good locations on the north side of the city in the Lakeview/Wrigleyville neighborhood. The City Suites is on a very busy and bustling street, Belmont Avenue, which may or may not be a plus. It is however, just steps away from 3 different elevated train lines, all of which go downtown.
The Park Brompton and the Surf are on quieter, more residential streets and closer to the lakefront. They are less convenient to the El and more convenient to bus lines going through Lincoln Park to downtown. The Surf is also quite close to bookstores, restaurants, import shops, etc., while the Park Brompton is a little bit isolated from the commercial area.
I wouldn't hesitate to stay in any one of them.
