I was in Rome in July and can recommend several restaurants. One is Colline Emiliane near Trinita dei Monti (top of the Spanish Stairs), Via degli Avignonesi, 22. They have wonderful dishes from Emilia-Romagna. Their Bolognese sauce is superb. Small unassuming family run restaurant. Not expensive but then the dollar was almost at 2300 lire when I was there.
Another is a trattoria called Hosteria da Giggi at the bottom of the Spanish Stairs, one street over from Via Condotti. We ate there several times and had a great waiter named Massimo. I'm fluent in Italian but my daughter isn't and he moved easily back and forth between English and Italian. Good food, more Italians than tourists. It's a comfortable place with great food.
For a fabulous meal with an incredible view, try the restaurant at the top of the Hotel Splendid Royal on Via di Porta Pinciana. Very expensive but totally worth it because of their view. Elegant service and surroundings. We were hosted by a Minister in the Italian government (family) and it's his favorite restaurant so you can be sure that it's the real thing.
Even if you don't try one of these 3, you're sure to have a terrific time in Rome. It's the best.
