Paris is usually cold and rainy in the winter, and the last few days it has
been unusually frigid (it's under 0 degrees Celsius today, with frost on the
cars), so do wear warm clothing, and you might want to bring one of those
collapsable umbrellas.
I can't recommend any place specific to get an inexpensive meal -- although at Paris prices, I'm not sure what constitutes an inexpensive meal. (Be ready for outrageous prices in London, one of the most expensive cities in the world.) Zagat's restaurant guide should help out although it doesn't list inexpensive restaurants as such. Zagat's is online (http://www.zagat.com) and you can get a list of Paris restos by type, cuisine or location and each listing gives prices of a typical meal. Hope this helps a little.
