In September 2000 we stayed at the Travel Inn County Hall which at that time, came in at about US$100. The location can't be beat. It is right across the river from Big Ben. Westminster Abbey, Trafalgar Square, Cabinet War Rooms, Buckingham Palace etc were all within walking distance. We even walked from St. Paul's back, somewhat ambitious but not undoable. The London Eye is right outside. Breakfast is not included. Ambiance - typical Holiday Inn. Clean, safe, comfortable and well-located, I can forgive the lack of ambiance.
