We have found the same to be true in the UK and Germany, and have been told that it is standard practice in Europe. The trick is to make sure your US driver's license does not expire while you are travelling! I arrived once in Philadelphia and went to pick up a car with great plans of driving to a full weekend of dog shows...and was turned down because my license had expired 7 days earlier! I had to take a taxi to the hotel (hour drive away), then try to hitch rides with other dog show people, then hotel limousine (actually, a 8 seater van!) to the airport again. I sure learned that lesson the hard way!
