I think the reason for this is one of my pet peeves. I have waited many times for my row to be called only to find when I got on board there was nowhere to put my one small carry-on. It annoys me to no end when the airlines allow passengers to board with 4 bags...and yes I have seen business travellers get on with that many.
Boarding first is the greatest advantage of having frequent flyer status.
The inconsistancy in carry on restrictions is just pathetic. On a British Airways flight last year I was forced to check my carry-on due to weight which I did without complaint. Apparently it weighs less if you put it in the cargo hold. Anyway that's not my point. As I was sitting in the boarding lounge I looked around and saw many passengers with bags far exceeding the size limitations for carry-on. I raised this with a BA staff member and I was told it is up to the person checking you in. She seemed to think this was a reasonable answer. Good policy BA...keep up the good work!
