Yes, Mary, that IS a good question. The guy told us there would be a charge and we told him we would gladly pay it. He told us we couldn't and that we would have to transfer the load. He offered a plastic trash bag. This was the same airline we arrived on with the same luggage... we explained that to him, but it fell on deaf ears. He was prepared to serve the next in line leaving us to miss our plane. We were forced to purchase another case in order to be checked in. The airline had nothing by way of an explanation other than the same one that Jude got, it's up to the agent checking you in.. Too bad I don't care for bologna as I could have had my fill that day!!!
