Beside the people on the curb watching the Rose Parade, you may also have noticed all the people in grandstand seats. I would recommend that option rather than a hotel balcony. The choicest rooms at the Ritz Carlton near the start of the parade route are probably already sold for next year and would be extremely expensive if available.
The cost for grandstand seats is comparable to a Broadway show ($35- 80 this year) and the entertainment value is fantastic. You cannot imagine how beautiful and imaginative the floats are until you see them in person.

Presumably the process will be similar this year. I would try to buy seats as early as possible since tour operators and the local ticket brokers usually end up with the lion's share of the ticket inventory.
