From the description it sounds like the Hotel Barcelo Sants is adjacent to Estacío Barcelona-Sants, the central train station. According to the Time Out guide this would be the Sants district which comprises the barris (neighborhoods) La Bordeta, Hostafrancs, and Sants proper. The only time we came close to this part of town was when we came down from Montjuïc at night in a driving rainstorm, ran past the Palau de Congresos (the convention center area for the city), and ducked into the metro at Plaça Espanya. The Time Out guide doesn't say anything negative about the area. It would be a ways from La Rambla and the Barri Gòtic. You would need to use the metro. That's not a problem; we found it to be very easy. Of course, the metro doesn't get up into the hills though.
We stayed in a hostal in the Raval behind the Mercat de la Boquería on La Rambla. La Terassa was inexpensive, drab, but had a great location just off La Rambla. I'm hesitant to make recommendations in this category of lodging without knowing the preferences of the person seeking advise. Lets just say this is a hostal and is cheap.
