Leasing beginning in France is often the best deal; Spain tends to be one of the worst places for long-term car hire. Three weeks will definitely get you a lease & sometimes even if you only use the car for two weeks, the three-week lease rate is better than a two-week rental. Also, altho it can be challenging to pick up a car other than an airport location, doing so can save money. Some airports charge a concession fee that really adds up. Funny, there's usually no concession fee to drop a car at an airport, only to pick it up.
