I second Ann's suggestion - we stayed at the Breakwater Lodge in 1995
and it's a great place. It's not luxury accommodation by any means but
clean, comfortable and historic. It is the old 19C Breakwater Prison,
renovated and managed by the University of Cape Town (their management
faculty actually uses one of the prison buildings as well - some of the
faculty have cells for offices!). As Ann says - it's a safe and quite
interesting area. Lots of shops and restaurants right nearby. We
actually went to an excellent theatrical production in there too - a
rather political theme which was fascinating, in a tiny little theatre.
Here's the website: http://breakwaterlodge.za.net/index.html and they say that Double / Twin bed share room with shower (for 2 persons) is R275 which is about 31.00US. So - it's close to your budget.
Unfortunately - I can't remember where we stayed in J'Burg. It was arranged by the University that my husband was lecturing at but... it was one of a chain of hotels that is evidently all across South Africa. Maybe that's the key, as well - to stay in a recognized brand name ...they'll be sure to ensure the safety of their guests. This one is probably cheaper than the U.S. chains, though - will try to see if I can find it.
I hope you have a chance to venture out into the wine areas and the south coast. We rented a car and had a wonderful time wandering around Stellenbosch and Franshhaoek area (it's beautiful and the wine is great!), then down south to CAPE AGULHAS and Simon's Town (there's a fascinating colony of penguins near there).
Have a great time! Judy in Hong Kong
