We have visted Tucson several times in March. March is the best time to see the desert in bloom. Check at the Desert Museum for recommended blooming areas. Picacho Peak is a well known area.
Wildflowers and plants are one of our hobbies. We have been to Organ Pipe. We enjoyed it but it is a long day trip. We have been there twice. Once to camp and once just for a day trip. The cactus will not be blooming right now. The cactus both Saguaro and Organ Pipe both bloom later in May. But you will see lots of wildflowers on the way around Kitt Peak.
If you like to hike, you'll love Tucson. If you are interested in hiking, pick up a copy of the Tucson Hiking Guide by Betty Leavengood or the Falcon guide Hiking Arizona's Cactus Country. There are excellent hikes in Sabino canyon such as Seven Falls or Hutch's Pool. I also love Romero Canyon in Catalina State Park or Hugh Norris in Saguaro National Park West.
Well known birding areas are Ramsey Canyon or Madera Canyon south of Tucson. Ramsey is very well known for hummingbirds but it is too early for the hummingbirds which start to arrive in April.
There is a lot of Mexican food around. If you want upscale gourmet Mexican, try Cafe Poca Cosa downtown. It is great food but more Oaxacan (Mole) than Sonoran. El Charro is another good restaurant. We love seafood so our absolute favorite restaurant in Tucson is Mariscos Chihuahua.
Dave covered a lot of good recommendations in his message. The 4th Street Fair is a lot of fun.
