Instead of hiring a car from Dover to London, why not take a train? It's about an 80 mile drive, it's not all motorway, and you can get pretty bogged down in traffic approaching London. I don't know what effect the new fee for driving in Central London has on traffic.
You can check out fares and scheds at http://www.thetrainline.com but I doubt you need to buy in advance.
Also, check out the railcards at http://www.railcard.co.uk/ For instance, I bought a Network Card for 20 pounds last May and saved the 20 pounds the first time we used it since one card is good for several people and its also good for a year.
