We recently returned from two weeks in Ireland, and smoking does still seem to be a way of life there. While I agree with others that Guinness is the perfect food, do try a Smithwicks - a great beer! Also, there are some very good restaurants in Dublin, Galway and Kinsale, but as in any destination, they are not inexpensive. Food in the pubs tends to be basic; fine for lunch, but you might want to eat dinner at a restaurant and go on to the pubs for music. Perhaps if you try larger music venues, the smoke might not be so prevalent. In Galway, Monroes might offer a bit less smoke than some of the smaller pubs. In two weeks I got over my aversion to smoke for the sake of the music!
