My wife and I stayed in London but that was in 1999 and so the info would be outdated and anyway the price will be more than you wish to pay.
We are going over to Greece/Turkey in 2004 and plan to have a stop over in London.
We are looking at using the Balmoral House Hotel in Sussex Gardens.
I must stress, however, that I cannot personally recommend this hotel as I have never stayed there.
I include a couple of recommendations from people that have stayed there. This info is from a year ago.

Only a 4 or 5 minute walk to Paddington, and if using Heathrow express you can easily walk to hotel if you have rolling luggage or backpack. This Hotel is a small family-run hotel and I paid £60 for double which included all tax and a full breakfast, which consisted of eggs, sausage, bacon, toast, cereal, juice, tea and coffee. It is enough to keep you with only a lunch snack easily making up the difference in price of a hostel. Very clean and owners Harry and Begonia could not be nicer. I tried several budget hotels in London with nothing closely comparing to this hotel. I also had several unpleasant London budget experiences so I always try to take the time to recommend this great B & B. I always stay here, it is clean, decorated nicely, comfortable bed, good breakfast, ensuite modern bath, coffee and teas in room, TV, hairdryer and shampoo. Once I arrived early at hotel at 8:30am, so they kindly gave me breakfast and I waited about 15 more minutes for the room to be made ready. The area is safe with inexpensive Italian and Indian restaurants nearby, plus two pubs as well a fast food joint. My wife and I just returned (19 May) from 14 days in London. We stayed at the Balmoral House Hotel, which others on this forum have recommended. We were very happy with the room and the price £60 per night with a 5% credit card charge. The rooms were small but VERY clean and bed was made each day and fresh towels provided. The showers and bathroom are tiny but plenty of hot water and pressure. The location is great, 1 short block from Paddington Station which houses 3 tube lines as well as the Heathrow Express. There is a drop off launderette within ½ block £6.40 per load (or you can do it yourself). There is a internet station ½ block as well (£1 for 25 minutes). Lots of inexpensive eating places close by with good food as well as 2 small stores open 24 hours.
