The Travel Inn County Hall was an inexpensive choice for us in 2000. I just checked and rooms are 82.95 pounds per night. It is located just across the Thames from Big Ben and the London Eye is right outside. Breakfast is not included but is available. The location is within walking distance of Westminster Abbey, Trafalgar Square, Churchill's underground bunker. It was perfect for us since we prefer walking. The downside is that it is decorated like a Motel 6, and it doesn't have a neighborhood feel. In London, put each teen in charge of a day's site seeing. Check out easyjet, ryanair and some of the other economy airlines for possible deals to some of your other locations. Last March, Ryanair had one pound tickets from Stanstead to Venice which turned out to be about $20 with taxes and fees added but still a very good deal. Another thought.
