Car or rail for Scotland depends so much on where you plan to go & what you'd like to see.
If you're hoping for racketing around the Highlands at your own speed, a car is a better choice due to limited rail schedules. However, there is wonderful bus service all over Scotland, so if you're loath to drive, buses are a good option.
If, however, you're going to just touch on Glasgow & Edinburgh, you may not need a car. And in a week, you may not have time for too much else.
But a week in Scotland is wonderful no matter how you decide to explore!
