You no longer need to wear a skirt to enter the temple, pants are fine, however, shorts are not. In general, shorts are culturally innapropriate there - a local would never wear them. However, as you stated, there are people who sell skirts (actually sarongs) outside the temple for those who would wear shorts. I think the price was about $7.00 when I was there a few years ago.
Also, the Thai toilets I experienced had western style porcelain bowls, but they required the forced water flush as you described. I never saw one hole in the gound toilette in Bangkok.
