For dial-up connection to internet, JUNO offers a (some what restricted) free service for up to 10 hours per month. Or you may pay $9.95/month to become a full member. However, I do not know if JUNO has as many international local access points as AOL. Have a look at JUNO.com to find out.
We keep an AOL account around, just so that we may dial up an AOL local access phone number to connect to internet when cybercafe is not an option. (Needless to say, some folks do need to travel with a laptop.)
Once you are connected to internet, all the rest are simple. Comcast may even have a web URL for customers to access email via a browser, call their customer service to find out. Or else just auto- forward all comcast email to a yahoo email account.
