In answer to your questions: Montreal is mentioned as being even more French than Quebec City. Then, of course, there's New Orleans here in the U.S. There are the French islands in the Caribbean -- St. Barts is *very* French, as it's still a department of France. It was hard to find anyone who spoke English, and we had to change our money to French francs.
I can't think of anywhere else.
