The Observatory Hotel is about 10-15 minutes walk from Circular Quay (and the Regent/Four Seasons). It is in a semi-residential area west of the Quay/Rocks area. We caught a cab uptown. As I said before, it is a wonderful hotel - more like an elaborately furnished country house than a city hotel - but the only views are of the city (I can't remember how many floors there are but it is not high-rise) and you are not in the heart of the city.
There is another Orient Express Hotel Lilianfels in the Blue Mountains. We stayed there about two years ago and were quite disappointed. The rooms were in need of major refurbishment and the hotel itself seemed very tired. Maybe work has been done to upgrade it since then but, unless it has, I wouldn't recommend it.
The food at Aria is Modern Australia. There are also some restaurants at The Wharf in Woolloomooloo that are quite good.
John, We are leaving for ten days in Tasmania tomorrow so if we come across anything special that I think might interest you, I'll let you know when I return.
