For calling Europe from a home phone in the USA it's hard to beat 10-10-987 at three cents a minute with a 38 cent connect charge. But if you are calling a mobile phone in Europe you'll see another dime or so per minute added because the caller is charged for calls to mobile phones and the recipient doesn't pay for received calls.
As for calling from Europe to the USA there's a constantly shifting scene. Try a Google search for 'phone callback'. Callback services are great if you will be at known phone numbers in Europe. Basically, you call a number in the USA and hang up before it answers. The number in the USA knows where you are and calls back in a few moments and gives you an American dial tone.
