We enjoy Umbria and have spent time there on several summer vacations.

I can recommend the Touring Club Italia book on Umbria. In the section on Perugia, there are 3 itineraries you can follow as you walk around the town, which may help you plan your signtseeing. I like the arrangement of this guide, and while the Blue Guide might be more thorough in its art and history (to the point of overkill, depending on your needs), the TCI books are diverse enough to give all the relevant info we need to explore Umbria. The section on Perugia is the largest in the book, which makes sense, as it's the capital of the region.

Be sure to venture out into the countryside while you are there. We especially like Assisi, Gubbio, and Bevagna. Spoleto is interesting, but a little farther afield. If you are interested in Roman ruins, Carsulae might be work the adventure.
