I went to Pamplona last year for the Running of the Bulls. I made the reservation through a travel agent who made it through the national office of the hotel. Three days before I arrived, the travel agent checked with the hotel to assure that everything was good. The hotel said that it had no reservation for me. They checked with the national office and found that there was a reservation on the national level, but the hotel was sold out. They found a room for me at a very nice hotel a few blocks away. But it was unpleasant for a few days until everything worked out.

I suggest that you always call the local hotel to confirm or make reservations.

Some pundits on TV say that if you are traveling on short notice, you can usually get a better rate by dealing locally with the hotel.
