I no longer use Travelers Checks,as you pointed out, ATM's are far more convenient....however, I can't shake the habit of having a couple of hundred Euro's worth on me just in case. On one trip to Paris a few years ago, they came in handy when the ATM drivers (who deliver the cash to the machines) went on strike and no one could get any money.
I went into a small bank in the 16th, on rue de Passy, gave them 400E in traveler's checks, the teller looked up the rate and gave me 400 Euro's in cash. No fee whatsoever. Maybe it has to do with individual bank rules?
