I would just clarify that regional service is the local service for short jorney, mostly for students and worker that get to the office/schools every day and it is a not reservable train.
I use regionals every day to get to my office and almost all the passenger don't use a tiket (like for intercities or Eurostars) but a monthly pass and seats are not numbered. This is the reason because this kind of trains appears over selled tikets.
