Concerning weather - expect just about everything. You might get snow, rain, fog, but also sunny and warm weather. April is famous for changing weather in central Europe drastically from hour to hour - but this phenomenon might appear in March, April and May - or may not....
And concerning Brugges - it's quite a distance (nearly 300 km) which would make at least 4 hours one way by car. Maybe more - depending where you stay in Paris. Not certain about train times but I doubt you'd be faster for this particular connection.
You can visit Stonehenge itself afaik. At least that was the case I was there. But you can't walk between the stones, there's a fence around them.
