Hello Ziners and Penny and Bob,
You will find a Consulate General Office in Toronto. 130 Bloor Street, it is only open 9:30 to 12:30, tel 962-9911. Web site has tourist visa requirements, site at http://www.toronto.mid.ru
I have obtained a visa from them a number of times, with no problem, cost 75 CAD for 2 week service, in fact I presently have an application pending.
The visa is pasted into your passport so they do need your passport.
One of the most difficult things to understand in the visa process is the requirement for a invitation confirmation and a voucher for services purchased. These requirements are a holdout from the old Soviet days. The easiest way around this is to purchase the documents from an agency, who will indicate that you have services, an issue you an invitation. These document can be obtained using the internet, the cost is $30US.
The agency that I use is Go to Russia Travel at http://www.gotorussia.net/ another website that has good information about the visa and Russian information is Way to Russia at http://www.waytorussia.net/
If you have any questions, post them and I will try to answer. Russia is a very interesting place to visit, it will surprise you.
