I have obtained a visa from them a number of times, with no problem, cost 75 CAD for 2 week service, in fact I presently have an application pending.

The visa is pasted into your passport so they do need your passport.

One of the most difficult things to understand in the visa process is the requirement for a invitation confirmation and a voucher for services purchased. These requirements are a holdout from the old Soviet days. The easiest way around this is to purchase the documents from an agency, who will indicate that you have services, an issue you an invitation. These document can be obtained using the internet, the cost is $30US.
