We visited Santiago and Chile last December. Santiago is safe, modern city. It is more expensive than the rest of SA. Prices were about 2/3 of US. We stayed at the Hotel Orly in Providencia which I would recommend especially if you are looking for a smaller mid- priced hotel experience. Many of the guests were from the US and the staff speaks English.
I would recommend the Pre-Columbian Museum, Chascona (Pablo Neruda's house) and the Mercado Centrale. We wanted to go to Isla Negra, Pablo Neruda's house on the coast but never made it to the coast. If you are on a cruise, it may be an option for you.
I don't have any strong recommendations for places to eat. We had a good lunch at Aqui esta Coco but it was a little pricey and touristy. You can get a good inexpensive seafood lunch at the Mercado Central.
