Most people we encounter are not there solely to serve us and usually have busy lives that need all their attention. Afterall they are not on vacation, they are at work. Perhaps they are not so much rude as preoccupied. If they are or seem rude so what. Let it roll off your back and focus and the good times, good people, good meals, culture, etc. of the reason we all love to travel. I'm sure we all have seemingly rude people in our hometown maybe even on our street.
