Sorry I am not good at tours or budget accommodation, but I can tell you that when I travel to Italy I wear nice slacks, and blouse with a blazer, and I also wear comfortable shoes that are not white sneakers. I try to get my husband to dress in a similar way. I am often mistaken for an Italian. Of course, I am 4'11" with dark hair and half Italian descent, so I imagine that helps.:-)
Although jeans are much more acceptable today, Italians still dress more formally than we Americans.
