As Mei-Ching says - it's just the name (a distict which includes Osaka, Nara, Kobe, etc.).
The Japanese transportation information system is wonderful (world renouned according to my transportation engineer husband) - even my 13 yr old had no problem getting around on the various rail systems in Japan when we were living there in '95 because they do such a good job of signage. This is especially true at the airport - it's a very seamless transition between air and rail links.
