My recommendation is to go by boat from the Spanish Algeciras - it's very comfortable and once was even cheaper - I don't know what happens today. Algeciras is just 30 min by bus from La Linea which is just a few minutes by walk from Gibraltar border. You can also go by boat from Tarifa to Tangiers.
