Your boss is er . . . blowing smoke? I just got back from Amsterdam, Bruges, and Brussels, and while things are a little more expensive than in the States, there are PLENTY of places to eat that are reasonable, and good. Lunch was always around $10 to $15 (not euros) per person, and dinner in local establishments never more than $30 or $40 per person, sometimes (e.g. in a tapas bar we enjoyed twice) much less. In both countries, local restaurants are plentiful, and with menus posted out on the street. You'll be able to poke around neighborhoods and find one that suits your palate and budget, without any problem.
