Unfortunately, with the weak dollar, $200. for a 3 star in the 6th is not than unsual. It would mean that the hotel is about 160 Euros - 18 months ago that would have translated to the bargain rate of about $140, but today is closer to $200.
However, it does seem that you should be able to get some winter rates in the 120 Euro price, so perhaps there is a show going on? I would check some Paris information sites which list the conventions, fairs and exhibitions. In January, there are the fashion shows, but in February, there might be one the big fabric exhibits. If so, the city is crowded with people from all over the world who sell and buy fabrics. This is a major event and hotel rooms are tough to get.
