I made the exact trip in 2001. My family went from Seattle to Victoria to Vancouver to Seattle without a rental car.

1) Seattle to Victoria

From one of the downtown Seattle piers we picked up the Victoria Clipper Ferry http://victoriaclipper.com/victoria_clipper_ferry_service to take us to Victoria. In Victoria, I picked up a rental car. The rental car company picked people up to take them to the cars. It was a 3 minute ride.

2) Victoria to Vancouver

We used Pacific Coach (http://www.pacificcoach.com/) which picked up in downtown Victoria's coach station and dropped off at the Vancouver Grayhound station. It was a $10 USD taxi ride to our downtown hotel on Robson Street.

3) Vancouver to Seattle

Quick Coach (http://www.quickcoach.com/) picked us up from our Vancouver downtown hotel and dropped us off in downtown Seattle. In downtown it was easy to get a taxi or walk to any of the downtown hotels. They can drop you off at the airport as well.

In Seattle, my family and I enjoyed the Experience the Music Project (http://www.emplive.com) and Ride the Ducks of Seattle (http://www.ridetheducksofseattle.com) as far as paid attractions. For free attractions we enjoyed walking around Pike's Market, watching people throw fish, visiting the first Starbucks, visiting the local bookstores and riding the moonrail.
