I am a librarian in Toronto and tourist season is in full swing here. Many tourists visit the public library to check their email. In Toronto, we have a one-time ticket that allows you to use the computer for 30 minutes - no charge. Lots of branches. If you are near Chinatown, come into mine (College and Spadina). There is a large reference branch near Yonge and Bloor (just north of Bloor) that has hundreds of computers.

My sister Catherine used the public library computers when visiting her in-laws in New Jersey so it sounds like access is available in many places. Just ask!
