Niagara Falls in December is certainly 'low season'; unless you're talking the 10 days pre/post Christmas when things pick up a bit. It's a lovely place to visit when there's some snow on the ground, otherwise it can be a bit grey and drab.

If you're into it, the casinos are good entertainment, with lots of top notch entertainers booked in year round. If it's not your bag, then Linda's idea of flying into Toronto makes a lot of sense; Niagara Falls is just over an hour away and makes a good day trip.
