When we go anywhere in Northern Italy, even so far south as Tuscany, we fly into Munich and rent our car there. We waive the CDW and the rental price itself is substantially less as well. We drive straight through the Brenner pass. Last year we did this and stopped for a leisurly lunch and got to Venice by 4PM.

Of course I did make sure this was all ok with the Rental agency. There is a limit to the type of car you can take into Italy. They won't let you take a very large car or a luxury car in. Ours was an Audi A4 I think.
