Not sure if this will help. Many Israeli people go to Africa including Libya, as do lot's of Spaniards. Try to contact a travel agent in either place for help. Or call the airline directly but make sure you have local time in mind when you call. If it were me that is what I would do. They may have an office in NYC many airlines do. Try a yellow pages search on a search engine for different cities.

Lastly let me add , being the skeptic I am, maybe fate is keeping you from going to Libya at your chosen dates? How about Morocco and a side trip to Libya from there? Just a thought.
