I stayed at the Primotel Suisse in November of '01 quite a while back but the location is the same :) I found it very convenient to walk to Vieux Nice, the bus and train stations for my day trips. My room had a balcony big enough for a table and chair and, of course, a fabulous view. I do not recall it being noisy but it was out of season then plus I live in Brooklyn NY on a busy street corner so very little bothers me.
