If you have access from any computer (including cyber cafes) you can log on to your Skype account and use it. It may not be comfortable however because you usually don't have a private booth to talk freely or as loudly as you wish. The system, however, is extremely reliable. More than once I have used it from home when land line and/or cellphone would not provide clarity. Besides... it's much less than any other system.
