The only (similar) site I know for Portuguese cities is http://www.3dfunchal.com/

It as a link for English language but it doesn't work, it is only in Portuguese. You must click on the 3D yellow button on the right side, wait a moment and you will see Funchal.

It is something like Google Earth and only for Funchal in Madeira Island.

I have read in newspapers that the company who has done this site http://www.3dcities.com.pt/ is improving the same for other Portuguese cities.

This is not what you are looking for but I don't know if there is anything better.
